“The expert group will submit its recommendations to the government as early as possible,” it said on Saturday. The clarification by the government comes after it notified the three year tenure of the expert group which gave an impression that the Centre is not keen to announce a floor level minimum wage anytime soon.

Ajit Mishra-led expert group on fixation of minimum wages and the national floor level minimum wages is likely to submit its recommendations on minimum wages at the earliest, the labour ministry said. The group held its first meeting on June 14 and the second meeting is scheduled for June 29.

“The expert group will submit its recommendations to the government as early as possible,” it said on Saturday. The clarification by the government comes after it notified the three year tenure of the expert group which gave an impression that the Centre is not keen to announce a floor level minimum wage anytime soon.

“This is clarified that the government does not have any such intention. The tenure of the expert group has been kept as three years so that even after the fixation of minimum wages and national floor wages, the government may seek technical inputs and advice from the group on the said subject, as and when required,” it added.

The Code on Wages prescribes a statutory floor level minimum wage which would compel all employers to at least pay the minimum wages to their workers unlike the existing scenarios where the minimum wages is not mandatory and hence certain states pay their workers even below the minimum wage of Rs 176 per day.

The six-member expert group, consisting of professor Tarika Chakraborty of IIM Calcutta, Anushree Sinha, senior fellow at NCAER, Vibha Bhalla, joint secretary in labour ministry and H Srinivas, director general of the VV Giri National Labour Institute.

The expert group is expected to look at international best practices on wages and evolve a scientific criteria and methodology for fixation of minimum wages and national floor wage in India which is expected to be rolled out after the Code on Wages gets implemented.
