Labour Secretary Vandana Gurnani calls the four new labor codes a “game-changer” for India. The reforms consolidate 29 laws, targeting 10 million logistics jobs by 2027

The four new labour codes passed by Parliament are a game-changer and well suited to a dynamic economy, Labour and Employment Secretary Vandana Gurnani said on Friday.
She noted that outdated and complex labour laws have been consolidated into four simplified codes, making them “fit for purpose” in the context of India’s rapid economic growth and an evolving employment landscape.
Highlighting reduction in compliance burdens—from eight registrations to one, 31 returns to one, and 87 registers to just eight—Gurnani emphasised the balanced nature of the reforms. She pointed to provisions such as universal minimum wages, mandatory appointment letters and expanded social security coverage for workers, alongside business-friendly measures including inspector guidance and the decriminalisation of certain penalties.
From Complexity to Clarity
“These reforms will contribute significantly towards labour welfare while supporting economic growth,” she said while addressing the third edition of the National Logistics Summit organised by the PHD Chamber of Commerce and Industry.
Scaling Logistics
The summit underscored collaborative efforts to create 10 million new jobs in the logistics sector by 2027, with a focus on aligning labour reforms with green, technology-driven supply chains to drive export-led growth.
The four labour codes—the Code on Wages, 2019; the Industrial Relations Code, 2020; the Code on Social Security, 2020; and the Occupational Safety, Health and Working Conditions Code, 2020—were notified on November 21. However, the government is yet to notify the rules required for their enforcement. According to reports, the new codes are likely to be operationalised from the next financial year.
